He grew up at Carter's Grove, Virginia, and was educated at William & Mary College. He served in the House of Delegates (1778–1779) and was elected to the Convention of 1788. Through various inheritances, he was a substantial landowner and established an iron forge and two gristmills. Giving his eldest son Carter's Grove, he built and moved to Carter Hall in present day Clarke County. He was married twice. By his first wife, Suky Grymes, he had eight children, of whom six (listed above) survived to adulthood. By his second wife, Lucy Page, he had a further eight children, of whom six (listed above) survived to adulthood.
