He was born on Cutts Island at Saco, Maine, the son of Colonel Thomas and Elizabeth Cutts. He was a direct descendant of John Cutts who was appointed Governor of New Hampshire by King Charles II. In 1804, he married Ann Payne, sister of First Lady Dolley Madison. He was the first member of Congress from Maine and was first Comptroller of the Treasury under President Madison.
